Job Description: 
Short Description: Client is in need of IT Procurement support specialist with a proven professional background in reviewing, analyzing and documenting and maintaining complicated technical/procurement documents. 
 
Complete Description: 

Report to the Client and support the Enterprise Contracts and Licensing (ECLS) Division. Develop and/or review statement of work (SOW) or statement of requirements (SOR) for Information Technology procurements; Liaise with District Government Agency Client and IT leads to assist with requirements gathering. Serve as the coordinator for gathering cross agency requirements to develop acquisition strategy for hardware/software procurement. Have knowledge on procurement processes (DCMR 27, PPRA, and FAR) and documents. Responsible for reviewing and administering Client IT and Telecom Contracts, purchase requests for completeness, accuracy, and compliance with District and agency policies and procedures. Translate technical and/or complicated information into clear, concise documents and proofreads documents for accuracy. Works with technical experts to improve document quality and usability. Maintains the internal documentation library, provide and/or coordinate special documentation services as required, and manage and coordinate special projects and/or vendors. 

CONTRACT JOB DESCRIPTION 

Responsibilities

1. Coordinates IT procurement, plans, and monitors procurement activities. 

2. Excellent written and verbal communication skills, strong analytical skills, and knowledge of the DCMR 27, PPRA, and PASS (Ariba system). 

3. Communicating with program managers and organizing meetings and projects as needed to resolve procurement issues 

4. Create, review and/or revise/update the procurement relate documents (SOW, IGCE, contract, etc). 

5. Planning, creating, and processing timely procurement packages and monitor/update dashboards. Performing research to better understand the context of the procurement. 

6. Monitor overall procurement procedures for possible improvements. Coordinate with OCP procurement team to implement purchasing process improvements.. 

7. Perform other duties as assigned. 

Minimum Education/Certification Requirements:

Bachelor’s degree in Information Technology, Business Administration or related field or equivalent experience 

Skills: 
 
·       Experience in developing and writing requirements for the IT Procurement. 6 Years 
·       Experience in research, outlining, writing end-user documentation for technical user manuals. 6 Years 
·       Experience in participation in writing user's manuals, training materials, proposals and other reports and deliverables. 6 Years 
·       Experience in proofreading documents for accuracy. (i.e SOP's, FAQ's, and MOUs). 4 Years 
·       Experience in developing requirements for IT Service Management. 4 Years 
·       Experience proofreading and editing technical SOW, SOR for IT contracts. 4 Years 
·       Bachelor’s degree in IT or related field or equivalent experience. Required 
Compensation: $50.00 - $55.00 per hour
